ICE List documents the agents, units, and incidents of U.S. immigration enforcement. It is a public wiki, maintained by volunteers across all fifty states and the District of Columbia, and it exists because no government agency will keep this record and no advertiser-funded outlet will pay to. It is an initiative of Crust News, an independent accountability newsroom with no owners to answer to and no advertisers to lose. Nobody takes a salary. Volunteers are not paid. Donations cover servers, domains, security tooling, and legal costs. That is the whole budget. The wiki is hosted in Iceland, outside the jurisdiction it documents. That is a deliberate expense and it is not negotiable. Monthly support is what keeps it up. One-off gifts follow the news cycle, and the news cycle is not a budget.
